Administration to Crack Down on Migrant Child Labor

The Biden administration announced Monday it would create a task force to crack down on the exploitation of child laborers in the United States following a surge in the illegal employment of migrant children. 

Since 2018, the Labor Department has seen a 70% increase in the number of children working for companies big and small across the U.S. Last year, the department found 835 companies had exploited 3,800 minors. 

According to a New York Times investigation published this week, many of these children are unaccompanied migrants who after entering the U.S. were released to relatives or other sponsors while their immigration cases work through the courts. 

But as record numbers of these children arrived in the country in recent years, the Biden administration has pressured shelters to release them quickly to adults, raising the risk they will be trafficked or exploited. 

The Times found that migrant children, some as young as 12, are working overnight shifts and toiling in dangerous conditions across industries, including in slaughterhouses, garment factories, and milk processing plants. 

The maximum civil penalty for a child labor violation is $15,138 per child, “not high enough to be a deterrent for major profitable companies,” the administration said in a press release. 

“Every child in this country, regardless of their circumstance, deserves protection and care as we would expect for our own child,” said Secretary Xavier Becerra. “Everyone from employers to local law enforcement and civic leaders must do their part to protect children.”

The White House said it would strengthen followup procedures once a child is released from a shelter, including check in calls and help registering for school. The administration will also audit its vetting process for sponsors “to ensure all necessary safeguards are in place without unnecessarily keeping children in government-funded, congregate care settings.”

Split at the Root  follows the emotional journey of mothers separated from their children at the U.S. border and the grassroots initiative that, against all odds, reunites those families. 

When a Guatemalan mother seeking asylum was separated from her kids under the Zero Tolerance Policy, a Facebook post by a mom in Queens coalesced into a movement as thousands of like-minded women across the US refused to stand by quietly. Immigrant Families Together was born - a rapid response group committed to doing what the government couldn't - or wouldn't do: reunite parents with their children separated by the Zero Tolerance Policy.

US Citizenship and Immigration Services (USCIS) has proposed fee hikes for the processing of immigration papers.  

The public may comment on these fee hikes, which could have an enormous negative impact on those needing immigration papers. The comment period ends on March 13, 2023. You may comment at Regulations.gov by typing “Docket No. USCIS-2021-0010” in the search bar and following the prompts to submit comments.

PACG applauds the high school students in Bettendorf, IA and others across the state for supporting their friends with the "We Say Gay" student walkout. Here's an excerpt from Them:

Hundreds of Iowa students walked out of school as part of a “We Say Gay” protest to speak out against the state’s proposed anti-LGBTQ+ legislation on Wednesday. 

The protest was organized by Iowa WTF and the Iowa Queer Student Alliance, both coalitions of high school student organizers. Organizers told the Des Moines Register that students at 47 schools across Iowa walked out on Wednesday. Thus far, at least 29 anti-LGBTQ+ bills have been introduced during this year’s legislative session, according to the legislative tracking of One Iowa Action. Those include bills that would force school employees to out trans students to their parents, bills that would ban mentions of gender identity and sexual orientation in classrooms up to eighth grade, a resolution that would revise the Iowa constitution to effectively ban same-sex marriage, and more.

WQPT PBS viewing of I Am the Future - After Action Report

One year after the creation of I am the Future: Standing on the Shoulders of the Past, PACG’s 2022 Black History Month film project, was updated with the help of local PBS affiliate, WQPT. As a small nonprofit organization, PACG could not have done this on our own. Lora Adams, WQPT Director of Marketing and Local Content, worked with her team for two months to make this possible.

In celebration of the updated version of the film and Black History Month 2023, PACG
held a special showing at Friends of MLK Interpretive Center in Davenport, on Thursday, February 23rd, for an audience of 20 people. Three of the interviewees were present to watch the video with community members: Rev. Gabriel Barber III, Dr. Henry Brockington, Attorney Catherine (Kitty) Alexander, along with film moderator, AbdurRahmaan Howard. Unable to attend the event was interviewee Mayor Bill Gluba.

In 1963, some residents of the Quad Cities attended the March on Washington for Jobs and Freedom. The film highlights their first hand accounts and how their connection with Martin Luther King, Jr. inspired each of them to become civil rights leaders in our community. As young men and women in the 1960s and beyond, Gabe, Bill, Henry and Kitty would have thought of themselves as the future. This is their story. We are grateful to them in so many ways.

As PACG President and I am the Future creator, Glenda Guster says, "I am benefiting now from these past acts of courage and sacrifice. I made sure my children knew this, and my grandchildren know now they are standing on bent down backs that were not broken by racism. I believe this video gives local civil rights activists an opportunity to tell their story about their involvement in the March on
Washington and meeting Dr. King. We hope this updated version proves to be both educational and inspirational, not only for Black History month, but throughout the year
and for years to come.”

Our project title came from a phrase that Glenda's church often uses when speaking of their  children: "I Am the Future." (This phrase is from the Whiney Houston song The Greatest Love Of All.)

Immigration and Refugee Summit  After Action Report

One Human Family-QCA and Quad Cities Interfaith, co-sponsors


The PACG Civil Rights Forum worked with our friends at One Human Family and Quad Cities Interfaith to present an educational summit dealing with the problems that both immigrants and refugees face today. "Navigating Complex Policies Within a Broken System" was well-attended. 

We held our event at Eastern Iowa Community College in Davenport on Saturday, February 25th and were able to use the school's media equipment to allow one presenter to attend via Zoom. 

We were excited to bring together a panel of people who could share the diverse experiences they have working with immigrant and refugee populations.  Read about our six panelists here. Their unique backgrounds and experiences made the gathering even more powerful. They shared heartfelt experiences from their own lives and from the work they do to help immigrants and refugees in order to educate the attendees on the various obstacles and challenges faced by these people.  After the panelists spoke, the audience engaged in meaningful discussion on ways we can work to make a difference overcoming these challenges and obstacles.  


The panelists were well received and the audience was very energized.  The Civil Rights forum will be following up on various ideas shared about action we can take.

"I Am the Future" gets a makeover! - A Message from the Board

Announcing I Am the Future  gets a WQPT PBS makeover!
Thursday, February 23rd at 7:00 pm

We are thrilled to let you know that our Black History Month video has been updated thanks to WQPT PBS! Please join us as we watch this together on PBS at the MLK Interpretive Center in Davenport on Thursday, February 23rd at 7:00. The show starts at 7:30 but we ask that you arrive early.

About a year ago when our new PACG president, Glenda Guster, took the helm of the organization, she had the idea of interviewing Quad City residents who had been personally impacted during the 1960s by Rev. Martin Luther King and the 1963 March on Washington for Jobs and Freedom. Typical of PACG, we organized a committee to get this project off the ground and the result was a 12-minute video we named I Am the Future: Standing on the Shoulders of the Past. You have read a lot about this project over the past year because Glenda - on her own - has reached out to various groups and libraries to show our video. She gathers all of our featured speakers and hosts a discussion with them, addressing questions from the audience, after each showing. These have been very popular events.

In the fall of 2022, Glenda contacted WQPT PBS in Moline about our video. Lora Adams, WQPT Director of Marketing and Local Content, was extremely interested in seeing all of the raw footage we had and meeting many of our participants. She volunteered to rework our video, adding more than 15 minutes of new material and made some additional changes that we had originally wanted. WQPT did this editing for free!! We are honored that PBS was willing to update our video, making it something they will show for Black History Month, 2023. We are really proud that a local news organization saw the value of not just our video but of PACG itself. And none of this would have happened without the hard work of our current president.

Here is a link to an article in Saturday, February 4th's QC Times about how the Davenport police foiled a plot to violently attack the QCA’s LGBTQ+ community. The threat of a mass shooting event has come to our town! There is no underestimating the seriousness of this threat!
 
This is a time when we need to stand in solidarity with our LGBTQ+ neighbors. One way is by attending a Prayer Vigil that will be held next Friday (February 10th) at the Metropolitan Community Church, starting at 6:30 p.m. Since the Prayer Vigil has been scheduled at the same time as the Jewish community’s weekly Shabbat evening service, unfortunately, many from the Jewish community will be unable to attend. Please do not take the absence of Jews at the Prayer Vigil to mean that the Jewish community does not care about this issue. The Jews of the Quad Cities stand in firm solidarity with our LGBTQ+ neighbors.
