Issue: Expanding Iowa’s Medical Marijuana Bill ​

Whereas in 2019, the Iowa Legislature overwhelmingly passed House File 732 that
would have expanded the state's restrictive medical marijuana program which was vetoed by 
Gov. Kim Reynolds at the end of the legislative session, and the legislature did not reconvene to take up an override;
 
Whereas the Medical Cannabidiol Board - which oversees Iowa’s low-THC medical
cannabis program - recommended that the legislature remove the three percent THC
potency cap and replace it with a purchasing limit of 4.5 grams of THC over 90 days, which does not go far enough to establish better therapeutic dosing standards, leaving most seriously ill
Iowans behind;
 
Whereas the Medical Cannabidiol Board conceded that a doctor should have the right to recommend dosing;
 
Whereas the Medical Cannabidiol Board also recommended adding PTSD to the list of medically qualifying conditions, thus protecting our veterans and other citizens who suffer from this diagnosis; and  
 
Whereas that recommendation is awaiting consideration from the Board of Medicine; now, let it be 
 
Resolved that it’s time for Iowa to pass effective and compassionate legislation regarding a comprehensive medical cannabis program that includes: 
            1.  removing the THC cap
            2.  allowing flower/bud, steam vaporization
            3.  including multiple strains of cannabis for patients.

Whereas, marijuana/cannabis prohibition hasn’t worked, with marijuana use being mainstream widespread;
 
Whereas prohibition wastes public resources, while marijuana taxation brings in much-needed revenue;1
 
Whereas prohibition sends an overwhelming number of Americans through the criminal justice system, ruining countless lives; 
 
Whereas arresting marijuana offenders prevents police from focusing on real crime;2 and, 
 
Whereas prohibition is detrimental to the environment;3 now, be it

Resolved that Iowa lawmakers support marijuana/cannabis legalization.

 
1 The Congressional Research Service projected that replacing marijuana prohibition with taxation and regulation would yield $6.8 billion in excise taxes alone. In Washington State, taxes on cannabis sales brought in more than $400 million in 2017.
 
2  More than 650,000 marijuana arrests and citations — more than for all violent crimes combined. Meanwhile, FBI data showed that less than 46% of violent crimes and only 18.3% of property crimes were cleared nationwide. Data published in Police Quarterly showed a higher percentage of some crimes were solved after legalization in both Colorado and Washington.
 
3 Illicit marijuana growers sometimes use banned pesticides, divert waterways, and leave hazardous waste in state and national parks. Regulated cannabis businesses are monitored to ensure compliance with zoning and environmental laws.

Whereas Iowa is seriously lagging behind the 26 states and the District of Columbia that have stopped jailing and criminalizing residents for possessing small amounts of marijuana;
 
Whereas under current Iowa law, first-offense possession of even a single joint is punishable by up to six months in jail and a $1,000 fine, one of the most severe first-offense penalties in the
country; and
 
Whereas these draconian penalties hit low-income and communities of color the
hardest and, according to the ACLU, people of color in Iowa are almost eight times more
likely to be arrested for marijuana prohibition than their white counterparts; now, be it
 
Resolved that lawmakers support reducing or eliminating marijuana/cannabis possession penalties, and putting an end marijuana/cannabis prohibition.

Whereas, on October 27, 1970, the Comprehensive Drug Abuse Prevention and Control
Act was enacted;
 
Whereas Title II of that act, titled the Controlled Substances Act, established
categories varying from Schedule I (the strictest classification) to Schedule V (the least
strict); and
 
Whereas Marijuana was placed in the Schedule I category, thereby prohibiting its use for
any purpose; now, be it
 
Resolved that Congressional lawmakers remove marijuana/cannabis from Schedule I of the Controlled Substances Act.

Whereas the Iowa State legislature has continued to deny access to life-saving harm reduction tools such as safe syringe access, safe consumption sites, and a state standing order to dispense naloxone; and
 
Whereas Iowa legislators continue to ignore evidenced-based interventions for their constituents while 33 states have established syringe access programs; removed paraphernalia laws; and are considering safe consumption sites to reduce disease transmission of HIV, Hep C, and to prevent overdose death; now, be it

Resolved that Iowa lawmakers immediately support safe syringe access, safe consumption sites, and a state standing order for the life-saving overdose reversal drug, naloxone.

The Iowa Caucus Is Less Than A Week Away! 
Monday, February 3rd at 7:00 pm

Message from the President

Hello Progressives, 

Can you believe that, after all these months, the Iowa Caucus is less than a week away? I encourage you all to attend and participate in our democracy!

If you want to know more about the process for your party's caucus, please see Iowa Democratic Caucuses or Iowa Republican Caucuses Blog posts on our website.

In addition, the PACG Forum Facilitators have written resolutions that they would like to see in both parties' platforms.  You can access these from our website through the Resolution Blog post links below. I encourage you to download these resolutions and take them to your caucus site where they will be gathered. The more that are turned in, the better the chance of getting them into the platform.  

If you are passionate about an issue, volunteer for the  Platform Committee. Inquire at the caucus about this.

We look forward to gathering with our members and neighbors at the caucuses on Monday, February 3rd!

Issue:  the Cost of Prescription Drugs for Iowans
 
Whereas Americans of all walks of life are feeling the pressures of the high price of prescription drugs;
 
Whereas several states, including some bordering Iowa, have discussed banding together in a consortium to address the price of prescription drugs;
 
Whereas studies have shown that the larger the purchase of a particular drug, the lower the price; and 
 
Whereas a consortium of like-minded states could enable a smaller state like Iowa to participate in the cost savings of large purchases that Iowa alone would not be able to realize; now, be it
 
Resolved that the state of Iowa shall willingly and with all possible speed agree to join such a consortium if one is discussed with like-minded states, in order to realize the largest possible savings on prescriptions for the citizens of the state.

Whereas asylum seekers arriving at United States borders are allowed by international and United States laws to apply for asylum; 
 
Whereas the present Administration has instituted a program separating children of asylum seekers from their parents as a way of discouraging asylum seekers from seeking asylum, particularly for people of color;
 
Whereas the courts have deemed separating children of asylum seekers from their parents illegal; 
 
Whereas this draconian policy does nothing to alleviate the conditions leading to seeking asylum; and
 
Whereas this immoral, cruel punishment causes permanent harm to children; now, be it 
 
Resolved that the United States government discontinue the Trump Administration policy of separating children of asylum seekers from their parents when they enter the United States.

Issue: Restore Voting Rights to Ex-Felons in Iowa

Whereas felony disenfranchisement is a permanent punishment for crimes with lesser periods of punishment;
 
Whereas people commit crimes at roughly the same rate regardless of race;
 
Whereas African American Iowans are arrested, tried, convicted and incarcerated at a much higher rate than white Iowans, making Iowa one of the worst states in the nation for racial disproportionality in sentencing and deprivation of the vote;
 
Whereas the vote is one of the strongest incentives for returning to the community and becoming involved in doing good; and
 
Whereas Iowa is the only state to permanently disenfranchise ex-felons; now, therefore, be it 
 
Resolved, that the state of Iowa should restore voting rights to ex-felons, immediately by Executive order of the Governor, and permanently through a constitutional amendment.

Whereas both international and United States law allow people suffering persecution and threat of personal harm for their beliefs or actions to seek asylum;
 
Whereas asylum seekers must establish their case for asylum in a court hearing, not a court of criminal proceedings;
 
Whereas the history of asylum seekers shows they have not been a threat to life or property in the United States;

Whereas in the past, asylum seekers were not detained and dutifully attended their court appearances, particularly when given assistance in their native language to assure
awareness of their court dates and locations;
 
Whereas detaining asylum seekers is contrary to the intent of international law, and is a high expense proposition that makes the United States responsible for the care of detainees;

Whereas asylum seeking families have children, and locking up children is cruel, immoral and permanently harmful, now, be it 

Resolved that 
  1. Asylum seekers be detained only if it can be established they pose a risk to the community.
  2. Asylum seeking families with children not be detained.   
  3. Privately-owned or operated detention facilities not be used or constructed for detention of asylum seekers.  
  4. Asylum seekers be given assistance so that they know their legal rights and when and where they should appear in immigration courts, in order to avoid costly and dangerous detention.

Whereas the Obama Administration established the DACA program by Executive order and the Trump Administration ended the DACA program by Executive order;
 
Whereas DACA recipients were brought to this country by their parents at an age when    
they could not participate in the decision;
 
Whereas United States law does not punish children for the actions of their parents; 
 
Whereas many DACA recipients have few ties to their country of origin, often an inability to speak the language, would be immersed in a culture foreign to them and have no legal status in the country of their parents’ origin;
 
Whereas before entry into the DACA program the applicants were carefully vetted by the United States government to preclude criminals or other undesirables;
 
Whereas DACA recipients have proven to be outstanding community members, have gone on to school, joined the military, become home and business owners, paying taxes and otherwise contributing to the economic life of the community;
 
Whereas DACA recipients trusted the United States with their contact information when
they applied for the program, putting them as well as their parents at risk of deportation, it would be a betrayal of that trust to deport them or their parents;

Whereas similar undocumented immigrant children can no longer apply for the program now ended; now, be it  
 
Resolved, that

1. The United States Congress establish the DACA program by law, and
          a. Extend the program to those who would have been eligible if the Trump Administration
              had not ended the program.
          b. Provide a path to citizenship to all DACA recipients;

​2.  Iowa, and other states, should grant DACA recipients, and those who should have been DACA 
     recipients if the Trump Administration had not ended the program, access to in-state 
     tuition at state universities, driver's licenses, and work permits, to enable them to continue
     their contributions to the United States.

 Whereas climate change is an existential threat to our nation and our planet;
 
Whereas the Intergovernmental Panel on Climate Change from the United Nations has recommended reducing greenhouse gas emissions by 50% by 2030 and reaching net zero by 2050; 
 
Whereas emissions in the US (and other wealthy developed countries) need to decrease at roughly 10% per year, while developing countries have access to the carbon budget, which would allow a more just transition for developing countries;
 
Whereas hundreds of environmental and agricultural regulations have been scrapped by the current administration endangering the health of U.S. citizens; now, therefore, be it 
 
Resolved that the US must commit to declaring a climate crisis within the first 30 days of the new administration, commit to reaching the aforementioned emission goals and timelines, commit to a just transition to renewable energy to allow a reasonable carbon budget for developing countries, and commit to establishing even stronger environmental regulations to protect the health of every citizen by guaranteeing clean water, clean air, and healthy agricultural/food policies.
