Medicare help for seniors with diabetes

Congress approved a $35 cap on what seniors will pay for insulin as part of the Inflation Reduction Act. But the change came too late to add to the Medicare plan finder, the online tool that helps beneficiaries sort through dozens of drug and medical plans for the best bargain.

To fix anticipated enrollment mistakes, Medicare officials will give beneficiaries who use insulin a chance to switch plans next year. They can make one change after December 8th and throughout 2023 through a special enrollment period for “exceptional circumstances.” Typically, people are locked in for an entire year.

The Centers for Medicare & Medicaid Services provided initial details of the opportunity in a document distributed to the State Health Insurance Assistance Program, or SHIP, which assists Medicare enrollees in every state. Beneficiaries can get more information by contacting their local SHIP office.

ACA enrollment surges!

The Biden administration is seeing a big increase in the number of new customers buying private health insurance for 2023 from the Affordable Care Act’s (ACA) marketplace. Nearly 3.4 million people have signed up for coverage — an increase of 17% compared to the same time last year.

The number of uninsured Americans this year reached a historic low of 8%. The marketplace also saw large gains in the number of Black, Latino and Native Americans who sought coverage.

If you don’t have health insurance simply go to the official government website, HealthCare.gov. and find a plan that suits you. Low income families can qualify for generous subsidies. If you enroll and pay your first premium by December 15th, your coverage will start January 1, 2023.  The 2023 Open Enrollment Period continues through January 15, 2023.

Local Area Agencies Offer Health Help to Seniors

Millions of older adults don’t realize financial assistance is available to help with health care and living expenses, so “tens of billions of dollars in benefits are going unused every year,” according to Josh Hodges, Chief Customer Officer at the National Council on Aging.  

According to recent government estimates and the American Association of Retired Persons (AARP), nearly 14 million adults 60 years old or older qualify for food stamps but have not signed up.

Three million adults 65 or older are eligible but not enrolled in Medicare Savings Programs which pay for Medicare premiums and cost sharing.

Thirty to forty-five percent of seniors may be missing out on help from the Medicare Part D Low-Income Subsidy Program which covers plan premiums, cost sharing, and lowers the cost of prescription drugs.

Every community in Iowa and Illinois has an Area Agency on Aging.  These organizations are focused on helping seniors. They can help navigate Medicare and Medicaid options and applications. They coordinate and offer services that help older adults remain in their homes aided by services such as Meals-on-Wheels, homemaker assistance, and whatever else it may take to make independent living a viable option.

December Green Drinks - PFAS in Iowa: The prevalence of “Forever Chemicals” in Iowa's Aquifers, Surface Waters, and Drinking Water

The “forever chemicals”, or PFAS (per- and polyfluoroalkyl substances), are a class of potentially toxic and highly persistent chemicals widely used in commercial products and industrial processes. For the past 3 years, Matthew has been working to better understand the extend of PFAS contamination in Iowa. He designed and implemented a surveillance program to test our drinking water supplies. More than 600 water samples from the aquifers and surface waters were analyzed for 25 different PFAS compounds. By the time this study concludes next spring, drinking water of over 75% of Iowans will have been tested for PFAS compounds. 
 
Matthew will discuss with us where PFAS originate, why they are problematic, and how they are regulated. He will also review the results from the surveillance program, how PFAS chemicals affect our water sources and how to identify effective treatment to remove them from our drinking water.

There is currently some action in Congress that could help DACA individuals! Nearly 150 organizations have been urging Congress to pass the Renewing Immigration Provisions of the Immigration Act of 1929 (H.R. 8433 / S. 4974) this year. If passed, this bill would make Green Cards available to approximately 8 million DACA holders and their families, TPS (Temporary Protected Status)-holders, and other long-time community members nationwide. This modest update to current U.S. registry law would also eliminate the need for future action by Congress, since it requires a 7 years presence for eligibility (instead of tying eligibility to a specific cutoff date as it is now).

The immigration law firm, Boundless, has written the 2022 State Of New American Citizenship Report, using public data to understand national trends in the handling of citizenship applications. Below is an excerpt from their website:

As of January 2021, roughly 9.2 million immigrants in the United States are lawful permanent residents (green card holders) eligible to apply for U.S. citizenship.

Naturalization is the process by which an immigrant becomes a U.S. citizen.It has considerable economic benefits at the individual, regional, and national levels. Naturalized immigrants earn around 10% more in annual income than non-naturalized immigrants (controlling for skills, education, and fluency in English), suggesting that naturalization, which gives skilled immigrants the long-term freedom to live and work in the United States, makes them more attractive to employers and leads to higher-paying jobs.

A 2015 study in 21 U.S. cities found that if all eligible immigrant residents were to naturalize, their aggregate income would increase by $5.7 billion, leading to an increase in homeownership of more than 45,000 people and a $2billion increase in tax revenue.. If just half the eligible immigrant population of the United States naturalized, the increased earnings and demand for home ownership could boost the nation’s GDP by $45 billion per year.

However, barriers to becoming a U.S. citizen have gotten worse over time, and are not uniform across the country. Boundless’ report uses public data sets to assess the government’s handling of citizenship applications nationally, as well as understand barriers at the local level.

On Tuesday, October 25th we gathered together to watch the PACG Black History Video I Am the Future: Standing on the Shoulders of the Past. Despite the rainy day, over 35 people were in attendance! Gabriel Barber spoke as one of several interviewees that were featured in the video. And this was his 95th Birthday! Many of his family and church members joined us for this event.

The following interviewees were in attendance: Bill Gluba, Dr. Henry Brockington, Catherine Alexander, and AbdurRahmaan "Abdur" Howard. There was a lot of positive feedback from the audience. There were questions from several young people that attended in support of Abdur Howard.

The Rock Island Library requested the link so it can be included in their reference video collection. Several attendees requested a link to the video which is on our PACG YouTube Channel (link above).

The video will be shown again in 2023 at the Davenport Library, Fairmount St. Branch on Saturday, February 11th from 2:00 to 3:30 pm. We will be asking the Moline and Bettendorf Libraries to host viewings of the video for Black History month.
