Iowa ACLU: Scott County Using COVID Money For Juvenile Detention Center Is Unlawful

The ACLU of Iowa is taking steps to halt the use of ARPA (American Rescue Plan Act) funds to build the largest juvenile detention facility in Iowa. They have sent a letter to the Scott County Board of Supervisors detailing why such a facility would be unjust and illegal.
